Rafael Fonteles defende renegociação de dívidas dos estados do Nordeste com bancos públicos
Governador do Piauí e dos outros estados do Nordeste estiveram reunidos com o presidente do Senado, Rodrigo Pacheco, nesta quarta-feira (7).
O governador Rafael Fonteles esteve reunido, nesta quarta-feira (7), em Brasília, com o presidente do Senado, Rodrigo Pacheco, para defender a isonomia no tratamento da dívida dos estados com a União. Fonteles integrava a equipe do Consórcio Nordeste, formada pelos nove governadores da região.
O pleito ocorreu após a elaboração de um projeto de lei do Senado criando o Programa de Pleno Pagamento de Dívidas dos Estados (Propag) voltado principalmente para quatro estados que respondem por quase 90% da dívida – São Paulo, Rio de Janeiro, Minas Gerais e Rio Grande do Sul. Os governadores nordestinos solicitaram a Rodrigo Pacheco que o Senado também beneficie os estados com pouca ou nenhuma dívida.
Os estados do Nordeste defendem três pontos: a ampliação de 1% para 2% do Fundo de Equalização Federativa; que é o critério para o rateio do fundo, venha beneficiar os estados mais pobres, ficando igual ao critério do Fundo de Participação dos Estados (FPE); e uma renegociação da dívida com os bancos públicos.
Um texto será elaborado pelo Consórcio Nordeste e enviado ao Senado. “O ponto principal é que os estados que têm pouca ou nenhuma dívida com a União tenham renegociação das dívidas com instituições do sistema financeiro, principalmente Banco do Brasil, Caixa Econômica Federal e BNDES. Que seja renegociada com aumento da carência, alongamento do tempo [de pagamento das parcelas] ou redução da taxa de juros”, afirmou Rafael Fonteles.
A governadora do Rio Grande do Norte, Fátima Bezerra, disse que Pacheco foi sensível à proposta do Nordeste e destacou a necessidade de beneficiar também os estados menos ou não endividados. “É legítimo que os estados superendividados pleiteiem a renegociação, mas é necessário que os estados menos endividados também sejam contemplados nesse processo de renegociação, sob pena, disso não acontecer, agravar cada vez mais as desigualdades do ponto de vista regional socioeconômico”, disse Bezerra, que também é a presidente do Consórcio Nordeste.
Segundo o Senado, São Paulo, Rio de Janeiro, Minas Gerais e Rio Grande do Sul devem juntos devem R$ 683,9 bilhões à União. O montante equivale a 89,4% de dívida total dos estados, que é de R$ 764,9 bilhões.
“Recebemos sugestões dos governadores e avançamos na discussão em relação ao fundo de equalização, previsto no projeto, para beneficiar também os estados que não possuem dívidas com a União. Concluído o debate, temos a expectativa de votar a proposta no Senado na próxima semana. Estamos trabalhando em um cenário no qual haja consenso entre os senadores para a apreciação do projeto antes do início das campanhas eleitorais”, ressaltou o presidente do Senado, Rodrigo Pacheco.
O Programa de Pleno Pagamento de Dívidas dos Estados (Propag) se baseia em dois eixos: a possibilidade de os estados usarem seus ativos e investimentos para o abatimento da dívida e mudanças no indexador que corrige essas obrigações.
