Governo anuncia R$ 50,9 bilhões em medidas para o Rio Grande do Sul
Lula garantiu que burocracia não irá atrapalhar urgência das ações
O governo federal anunciou, nesta quinta-feira (9), um conjunto de medidas que deve injetar quase R$ 50,945 bilhões na economia do Rio Grande do Sul, estado que enfrenta a maior tragédia de sua história, após ser atingido por chuvas e enchentes nos últimos dias. A antecipação de benefícios, a estruturação de projetos de logística e infraestrutura e, principalmente, o aporte de recursos para alavancar e subvencionar o crédito estão entre as ações.
Em apresentação no Palácio do Planalto, o presidente Luiz Inácio Lula da Silva explicou que esses são recursos iniciais. “Isso não termina aqui. Eu tenho dito aos ministros que nós temos que nos preparar porque a gente vai ter o tamanho da grandeza dos problemas quando a água baixar e quando os rios voltarem à normalidade”, disse Lula.
“Vamos ter que, agora, começar a pensar como que a gente vai atender as pessoas. Porque eu já sofri enchente, deu 1,5 metro dentro da minha casa e quando a água vai embora a desgraça é muito feia […]. Você não tem a quantidade de lama que fica, a quantidade de sanguessuga, de bactérias, de baratas mortas, é um negócio do inferno. E essa gente perdeu aqueles bens, muita gente acha que uma televisão é uma pequena coisa, que não tem muita importância, mas para uma pessoa mais humilde, a televisão é um patrimônio. O fogão é um baita de um patrimônio, a geladeira, então, nem se fala. E uma máquina de lavar roupa é uma coisa muito importante para as mulheres que estão sobrevivendo a um verdadeiro sofrimento e martírio com essa chuva”, argumentou o presidente.
Lula garantiu ainda que o governo federal está empenhado para que nenhuma burocracia atrapalhe a urgência das ações que vêm sendo anunciadas.
Público atendido
Segundo o ministro da Fazenda, Fernando Haddad, as medidas e recursos anunciados hoje vão beneficiar trabalhadores assalariados, beneficiários de programas sociais, estado e municípios, empresas e produtores rurais.
“É um conjunto amplo de medidas, cada uma com um instrumento específico, para atender esse conjunto de atores que vão ter que, nos próximos dias, começar a reconstruir suas vidas. Assim que a água baixar, esse sistema tem que estar pronto para ser ativado na ponta, para que o povo gaúcho tenha o atendimento o mais rápido possível”, disse. “É uma primeira medida que vai garantir um fluxo de recursos importante nesse primeiro momento, até que tenhamos um apanhado maior da situação, que pode exigir medidas adicionais”, explicou Haddad.
De acordo com o ministro, o impacto primário das medidas é de R$ 7,695 bilhões e não afetará as ações e programas executados ordinariamente pelo governo federal em outras regiões do país. “É um recurso em proveito do povo gaúcho, que conta com o decreto de calamidade para sua execução”, disse.
Adicionalmente, cada ministério está elaborando seu plano de ação para o Rio Grande do Sul. Além disso, na próxima segunda-feira (13), o Ministério da Fazenda deve anunciar o resultado das negociações em torno da dívida do estado com a União. O governador Eduardo Leite pede a suspensão das parcelas dos débitos com o governo federal para liberar cerca de R$ 3,5 bilhões do caixa do estado.
Os anúncios feitos hoje estão em medida provisória assinada por Lula, que será encaminhada ao Congresso Nacional. Durante o evento, Banco do Brasil, Caixa e BNDES também anunciaram medidas adicionais para atender a população do Rio Grande do Sul. Os bancos públicos anunciaram a suspensão do pagamento de dívidas e do FGTS por parte das empresas.
Os presidentes da Câmara, Arthur Lira, e do Supremo Tribunal Federal, Luís Roberto Barroso, estiveram presentes no evento de anúncio no Palácio do Planalto.
Trabalhadores assalariados
Para trabalhadores assalariados, haverá a antecipação do pagamento do abono salarial para este mês de maio. Serão R$ 758 milhões destinados a 705 mil trabalhadores com carteira assinada.
Também haverá a liberação de duas parcelas adicionais do seguro-desemprego para os desempregados que já estavam recebendo antes da decretação de calamidade, ao final da última parcela. Serão beneficiados 140 mil trabalhadores formais desempregados e o impacto será de R$ 495 milhões aos cofres públicos.
A Receita Federal também trabalha na priorização no pagamento da restituição do Imposto de Renda para contribuintes do Rio Grande do Sul. O pagamento ocorrerá até junho para até 1,6 milhão de pessoas, no valor de R$ 1 bilhão. “É um valor que é delas, a única coisa que estamos fazendo é antecipando o cronograma para mobilizar recursos para ativar a economia e a reconstrução da vida das pessoas afetadas”, disse o ministro Fernando Haddad.
Beneficiários de programas sociais
O governo federal antecipará os pagamentos do mês de maio do Bolsa Família e do Auxílio-Gás para 583 mil famílias gaúchas que recebem esses benefícios. O impacto imediato será de 380 milhões.
Estado e municípios
Serão aportados R$ 200 milhões para que os fundos de estruturação de projetos dos bancos públicos consigam apoiar e financiar projetos de reconstrução de infraestrutura do estado e dos municípios afetados.
“Estamos falando de pontes, viadutos, estradas, de um conjunto de ativos, logísticos sobretudo, que vão exigir um escritório de projetos para que tenhamos celeridade na contratação e obras. Muitas vezes, você não vai construir a mesma ponte no mesmo lugar, pode ser uma ponte diferente ou deslocar aquele equipamento para outra localidade. Isso vai exigir que tenhamos agilidade para a formatação de projetos que possam ser contratados em regime de urgência”, disse.
“Uma coisa é contratar obras em regime de urgência, outra coisa é não ter o projeto e contratação de obra, você não consegue nem orçar para fazer uma contratação emergencial”, explicou.
O governo federal também fará uma força-tarefa para acelerar a análise de crédito com aval da União para municípios do Rio Grande do Sul. São 14 municípios que estão com operações de crédito em andamento no valor de R$ 1,8 bilhão, sendo R$ 1,5 bilhão em operações externas e R$ 300 milhões em operações internas.

Empresas
Para as empresas, haverá o aporte de R$ 4,5 bilhões no Fundo Garantidor de Operações (FGO) para garantias de crédito no âmbito do Programa Nacional de Apoio a Microempresas e Empresas de Pequeno Porte (Pronampe). Segundo Haddad, os recursos deverão alavancar R$ 30 bilhões em empréstimos aos empresários.
Além disso, também no âmbito do Pronampe, o governo destinará R$ 1 bilhão para subvenção de juros, até o valor máximo de crédito concedido passível de desconto de R$ 2,5 bilhões. Ou seja, dos R$ 30 bilhões potenciais de crédito, R$ 2,5 bilhões serão concedidos com desconto de juros.
“Muitas vezes, vocês dá a garantia de crédito, mas, mesmo dando a garantia, tem um limite de redução de juros porque temos uma Selic alta, o spred [diferença entre taxa de captação de dinheiro, pelo banco, e a cobrada dos clientes], e o banco, mesmo querendo, não consegue reduzir a patamares que o tomador consiga pagar, sobretudo em uma situação como essa. Então, nós temos que criar linhas de crédito com juros zero, em alguns casos não haverá outra alterativa”, disse o ministro Haddad.
Segundo ele, o Pronampe funcionou durante a pandemia de covid-19 e, recentemente, foi corrigido para permitir a renegociação de dívidas. “Agora, com essa medida, vamos reativar o programa nas bases estabelecidas pelo seu governo [do presidente Lula]. Qualquer ocorrência que venha acontecer daqui um ano, dois anos com o tomadores, ele vai saber que o sistema bancário estará autorizado a reprogramar esses pagamentos, em caso de necessidade”, explicou.
O governo ainda fará o aporte de R$ 500 milhões no Fundo Garantidor de Investimentos (FGI), do BNDES, para garantir a alavancagem de crédito no Programa Emergencial de Acesso ao Crédito. A medida deve alavancar R$ 5 bilhões em concessão de crédito para microempresários individuais, micro, pequenas e médias empresas.
Também será prorrogado, por no mínimo três meses, os prazos de recolhimento de tributos federais e Simples Nacional. A medida terá impacto de R$ 4,8 bilhões e deverá beneficiar 203 mil empresas.
Produtores rurais
Ainda para empresa e também para produtores rurais, haverá a dispensa da apresentação da Certidão Negativa de Débitos para facilitar o acesso ao crédito, contratações e renegociações em instituições financeiras públicas. A medida valerá por seis meses, de maio a novembro.
Por fim, os produtores rurais também terão R$ 1 bilhão para subvenção de juros ao Pronaf e Pronamp, até o limite global de crédito de R$ 4 bilhões passíveis de desconto de juros. “Isso garante uma entrada de recursos no campo bastante importante para recuperar a capacidade de produção agrícola”, disse o ministro Haddad.
